This work is often on international and local Non-Governmental Organisations and government, civil service and peacekeeping institutions such as the United Nations and European Union. The Lisbon Treaty stipulates that the European Union aims to “preserve peace, prevent conflicts and strengthen international security” (Article TEU). Peacebuilding is generally understood as comprising a range of measures that try to reduce the risk of (re-)lapsing into conflict by strengthening a country’s capacities for conflict. EPLO is the leading platform of European NGOs, NGO networks and think tanks active in the field of peacebuilding. This expertise on conflict prevention and peacebuilding issues enables EPLO to lead WP3 on conflict prevention capabilities and policies. EPLO has also a long-standing experience in European research project and has participated in numerous networks. The European Union (EU) has undertaken a number of overseas missions and operations, drawing on civilian and military capabilities, in several countries across three continents (Europe, Africa and Asia), as part of its Common Security and Defence Policy (CSDP). The operation or mission in question will work in agreement and coordination with the EU delegations, until known as the European.
